On 6 November 2007, at a hearing on the extension of his detention, Mr. Hotri testified before Kishon Military Court judge, Lieutenant-Colonel Arieh Avriel, that he was a victim of torture. The judge saw Mr. Hotri’s hands hanging in an unnatural position and ordered that he be taken for a medical examination and that the interrogation be terminated immediately. The results of the neurological examination that as conducted at the Rambam hospital in Haifa supported Mr. Hotri’s claim. Attorney Mahelr Talhami collected a sworn affidavit from Mr. Hotri on behalf of PCATI when Mr. Hotri’s incommunicado detention was lifted following a pre-petition appeal filed by PCATI.

Mr. Hotri’s interrogation violated his basic rights and is contrary to Israeli and international law. PCATI demands that the Attorney General order the Police Investigation Department (Mahash) to open an investigation against the interrogators involved.
